*       General Information:

  *   Governor Inslee scheduled a press conference for 5pm this afternoon, Thursday April 2. During that conference he extended the Stay Home Stay Healthy order an additional 4 weeks, through Monday, May 4, 2020.

*       Capital and Operating Budget
o   Capital Construction - Essential/Non-Essential.  DES issued a newly updated listing of essential and non-essential CTC construction projects this afternoon. It expects to issue future updates, if any, on a weekly basis. The updated list was sent to BAC members this afternoon.
o   Tracking COVID-19 Costs.  State agencies and institutions have received various messages from OFM, the Military Department/State Emergency Operations Center and DES directing them to track and report COVID-19 costs. State Board staff sent a message to BAC and BAR members today that attempted to clarify the purpose of each report and provide information to help colleges prioritize their tracking efforts. Below is a quick summary of those reports.
?  FEMA Public Assistance Program.  College Districts sign-up and report their costs directly through the FEMA Grants Portal.  At this time, State Board staff believe that this mechanism may be the likeliest pathway to receive direct reimbursement for costs.  (FYI-FEMA payments are not typically made quickly.)
?  Military Department/OFM Tracking.  The State Emergency Operations Center (SEOC) provided forms and directions for collecting COVID cost and lost revenue data in mid-March.  Colleges forwarded the first installment of cost data to the State Board on March 30th for merging and submittal to the SEOC.  Clarification provided this morning indicated that this data collection is a normal part of the emergency management process and is used to qualify for a Presidential Disaster Declaration.  Funding may be received through FEMA for eligible costs.
?  Disaster Response Account funding.  Established with the $200 million appropriated by the State Legislature, funds are available for expenses  required for the COVID-19 response, but will result in the agency overspending its appropriation.  It is our understanding that most of this funding has already been committed.  However, if you do not have sufficient appropriation authority to fund a COVID-19-related expenditure, you may submit a request to OFM for funding from the Disaster Response Account.  OFM will evaluate all requests to determine whether and which requests will be funded.
?  Coronavirus Special Market Conditions Purchase Template.  The tracking report will not result in any additional funding. It is required by DES to track purchases due to the COVID-19 outbreak that are excepted from competitive solicitation laws and policies.

*      Employment
o   Governor Inslee issued proclamation 20-39 on March 31, 2020. (https://www.governor.wa.gov/sites/default/files/proclamations/20-39%20-%20COVID-19%20DRS%20%28tmp%29.pdf) It waives many retiree return-to-work provisions affecting Department of Retirement Systems (DRS) administered retirement plans. This proclamation is intended to encourage retired public sector employees with critical skills necessary for response to the COVID-19 to return to service and fill these critical needs  These regulatory restrictions are suspended through midnight on April 30, 2020. For additional details, see https://www.drs.wa.gov/employer/drsn/drs-email-20-003/.
o   Department of Retirement Systems (DRS) issued guidance on the impact to retirement plan contributions of the Families First Coronavirus Response Act (FFCRA or Act) (See https://www.drs.wa.gov/employer/drsn/drs-email-20-005/). The Act requires certain employers (including Washington State) to provide employees with paid sick leave or expanded family and medical leave for specified reasons related to COVID-19. The U.S. Department of Labor's Wage and Hour Division administers and enforces the new law's paid leave requirements. Generally, the Act provides that employees of covered employers are eligible for:
?  Two weeks (up to 80 hours) of paid sick leave at normal rate of pay - when the employee is quarantined and unable to work because of COVID-19. DRS has determined that this time would be reportable.
?  Two weeks (up to 80 hours) of paid sick leave at 2/3 rate of pay - when the employee is caring for someone else because of COVID-19. DRS has determined that this time is not reportable while the employee is being paid 2/3 of their normal rate.  Employees can purchase this service credit.
?  Up to an additional 10 weeks of paid expanded FMLA at 2/3 rate of pay - when the employee must care for child who is home because of COVID-19.  DRS has determined that this is not reportable while the employee is being paid at 2/3 of their normal rate. Employees can purchase this service credit.

*       Instruction/ Student Services

  *   Online I-BEST Webinar Series that begins tomorrow, Friday April 3rd, at 10:30am.

*      Issues being worked:
o   A variety of questions related to CARE Act funding amounts, use, timing, use of funding provided to the Governor, accountability for expenditures, etc.
o   Work with the AG's Office to develop a template or considerations list for use in with local public health or hospitals in discussion over the use of college facilities, resources.
o   The ability to order equipment but not get delivery until after the start of the new fiscal year is being explored. Much of this equipment is on backorder, delayed or needed due to COVID-19.  Includes equipment like laptops, hotspots, sim-lab equipment.
o   Follow-up with Senator Murray's office regarding possible college participation in the production of Personal Protective Devices.

*      Event Cancellations/Changes (Newly Added/Updated in RED)

     *   Dual Credit Summit, March 16-17 cancelled and being rescheduled for fall 2020 (Looking at October 5/6, 2020)
     *   ATL Retreat, March 26-27, cancelled.
     *   Dean Community of Practice, March session cancelled.
     *   Bridge to College meetings have been converted to virtual convenings.
     *   Guided Pathway Work Plan review, March 12-13, is converting to an online modality (details to follow).
     *   Annual Students of Color conference April 23-25 Yakima cancelled
     *   All Student Services conference April 29-May 1 Tacoma, Student Services Commission has been re-scheduled to May 3-6, 2021.
     *   Team Teacher training at Centralia College, March13, 2020, Cancelled
     *   COABE Conference has been Cancelled/Postponed (Originally scheduled for 4/5-4/8, postponed till summer)
     *   AACC has been cancelled.
     *   Council for Basic Skills April Meeting has been cancelled
     *   Intercollegiate Relations Committee (ICRC) is spring meeting cancelled (4/16-17)
     *   AEAC has been cancelled Spring qtr.
     *   Articulation and Transfer Council spring meeting (April 23-24) moved to Zoom.
     *   Spring ATL (May 6-8) has been cancelled.
     *   Faculty of Color Mentorship Program spring retreat (May 15) has been cancelled.
     *   Spring Math Conference (April 30 - May 2)  has been cancelled.
     *   College EBT Retailer Application Webinar scheduled for 4/8/2020 - postponed
     *   Workforce Education Council, April 30 - May 1 - cancelled.
     *   Early Childhood Teacher Preparation Council, April 30 - May 1 - cancelled.
     *   Workforce Connections Forum, scheduled for May 18-19th, has been rescheduled to August 25-26th.
