Subject: COVID-19 Update for April 1, 2020

*       General Information:

  *   Governor Inslee has scheduled a press conference for this afternoon (April 1) at 2pm to discuss production of Personal Protective Equipment.  There is no official word yet of extending the Stay Home Stay Healthy order, although Governor Inslee has hinted that the order may be extended and the Federal government guidance is that folks social distance through April 30.
  *   Senator Murray's office contacted Dr. Christine Johnson and leadership at several other colleges to explore the possibility of colleges using their equipment (i.e., 3D printers) to produce Personal Protection Equipment (PPE).  A number of colleges expressed interest but more information and details are needed.  State Board staff is following up with the Senator's office.
  *   Several local public health agencies seem not expect colleges to continue reporting positive COVID-19 test results that occur for students and/or employees. This appears to be a change in reporting expectations and could result from the pervasiveness of the virus.
  *   As colleges move to offer more classes online, many are getting requests from faculty to come to campus to develop class materials or teach the class using tools and resources only available on campus.  Consistent with the Governor's orders, colleges are taking a number of approaches to facilitate student remote learning:
     *   Faculty coming to campus must check-in and out with the campus safety office, limit movements to identified buildings, in separate class or office space and must maintain social distancing.
     *   Faculty/employees coming to campus must complete a health self-assessment each time the come to campus.
     *   Faculty/employees coming to campus must request and get approval from the vice president of instruction.
     *   Faculty/employees coming to campus may only come on designated days and times.
Colleges may employ a combination of these strategies and stressed the importance of social distancing and enhanced sanitation efforts.


*       Capital and Operating Budget

  *   State Board staff participated in a Department of Education and AACC conference calls explaining the CARE Act.  Preliminary information and data were sent to college presidents on March 31 and discussed during the April 1 WACTC call. Information was also shared with BAC members today, during their weekly COVID-19 call.   Some general in information is repeated below:
     *   Each institution's allotted amount will be determined by a formula, (not yet finalized) based on full-time equivalent enrollment of Pell Grant recipients at an institution (75 percent of the calculation) and using full-time equivalent enrollment of non-Pell students (25 percent of the calculation). Schools with the highest number of low-income students will likely see comparatively higher aid awards. The calculation will not include students who were completing their education exclusively online prior to the coronavirus outbreak.
     *   Money will be distributed via the Title IV distribution system straight to colleges
*       50 percent directly to students through grants - food, housing, materials, technology, health care, child care, etc.
o   Can student aid support funding, provided in the CARES Act,  be used for tuition?  We believe student aid funding could be used for tuition, but it should not supplant (replace) existing financial aid awards for tuition.  If a student didn't qualify for full tuition or only had partial tuition payment qualification, then student aid funds can be provided to cover tuition.  CARES Act student aid information was shared with Financial Aid Council, Student Services Commission and Instruction Commission today. *       50 percent to colleges - broad discretion - defray expenses, COVID related costs specifically related to instruction.
o   Details on the financial aid aspects were shared with the Financial Aid Council, IC, WSSC and BAC.

     *   Funding estimates for each college were provided. College were cautioned that these were estimates and that, in terms of their budget planning, to expect at least a 5% variance.
     *   State Board staff are researching the timeline for expending CARE Act funds (i.e., federal fiscal year?)
  *   Capital Construction Projects. The March 31st daily Update included a description of the basis of the DES determination of essential and non-essential capital construction projects.  An updated listing of the projects and designations was sent to BAC members Monday afternoon. Colleges with further questions or concerns regarding their project's designation should discuss those concerns with their DES project manager.  DES is open to reconsideration of its designation, but is required to be consistent with the Governor's orders and related information.

*       Instruction/ Student Services
o   Electronic and digital accessibility is more important now than ever as colleges move into offering more or all classes online due to the coronavirus.  A guide has been developed by the Disability Student Services Council  for faculty use when creating online content. The guide includes a listing of best practices, tools and resources.  It has been posted on the Google Drive in the  "Remote Attendance and Guidance" folder.
o   State law provides timelines by which colleges must refund or cancel tuition fees  when students withdraw. However, a subsection of that same law provides some flexibility that may be needed at this time, as colleges are looking to provide additional time before convening courses that require hand-on or equipment intensive instruction. RCW 28B.15.605<http://app.leg.wa.gov/RCW/default.aspx?cite=28B.15.605>(2) gives colleges the flexibility needed to have staggered refund dates that coincide with staggered class start dates.  This interpretation is based on the phrase "for the summer quarter and for courses or programs that begin after the start of the regular quarter."   It is defensible for the colleges to count the 6th day and the first 20 days based on when the particular class starts if they are staggering course starts, especially during this emergency time.  It's advisable to have policy provisions in place to avoid a possible issue with the State Auditor's Office and colleges will want to think through local administration of such a policy.
o   College Spark is interested in supporting low income students through offering funding for one-time expenditures.  Ideas for this funding include  laptops, hotspots, lab kits expanding college WIFI, and textbook shipping costs.  Funds would likely be distributed through the State Board.  Further conversations will occur.

  *   Placement Tests. More colleges are offering more courses through remote instruction.  While waiting for information on remote testing from CASAS and OCTAE, the State Board BEdA team is offering some initial possibilities:

     *   Transition as many students as possible to the credit accrual option. Converting upper-level ELA classes to HS+ could allow colleges to move many more ELA students to this option.
     *   Continue to place students based on local assessments: high school transcripts, guided self-placement, local assessments, etc. and advancing them based on class assessments tied to the standards. Colleges would want to be sure faculty are recording assessments as evidence of advancement. While this does not meet federal requirements, it will provide evidence of how students were placed and advanced during the crisis.
     *   When possible and if allowed, conduct CASAS testing on-site adhering to social distancing and disinfecting guidance.
Be sure to put procedures in place to identify/track students who were not tested due to an inability to conduct in-person testing, so that the impact of the COVID-19 outbreak can be appropriately tracked. Please be assured that students tracked as not being able to be tested due to COVID-19 during this time, and the resulting loss of Measurable Skill Gains for these students, will not be held against a program for consideration for continuation of grant awards.

*      Issues being worked:
o   A variety of questions related to CARE Act funding amounts, use, timing, use of funding provided to the Governor, accountability for expenditures, etc.
o   Work with the AG's Office to develop a template or considerations list for use in with local public health or hospitals in discussion over the use of college facilities, resources.
o   The ability to order equipment but not get delivery until after the start of the new fiscal year is being explored. Much of this equipment is on backorder, delayed or needed due to COVID-19.  Includes equipment like laptops, hotspots, sim-lab equipment.

*      Event Cancellations/Changes (Newly Added/Updated in RED)

     *   Dual Credit Summit, March 16-17 cancelled and being rescheduled for fall 2020 (Looking at October 5/6, 2020)
     *   ATL Retreat, March 26-27, cancelled.
     *   Dean Community of Practice, March session cancelled.
     *   Bridge to College meetings have been converted to virtual convenings.
     *   Guided Pathway Work Plan review, March 12-13, is converting to an online modality (details to follow).
     *   Annual Students of Color conference April 23-25 Yakima cancelled
     *   All Student Services conference April 29-May 1 Tacoma, Student Services Commission has been re-scheduled to May 3-6, 2021.
     *   Team Teacher training at Centralia College, March13, 2020, Cancelled
     *   COABE Conference has been Cancelled/Postponed (Originally scheduled for 4/5-4/8, postponed till summer)
     *   AACC has been cancelled.
     *   Council for Basic Skills April Meeting has been cancelled
     *   Intercollegiate Relations Committee (ICRC) is spring meeting cancelled (4/16-17)
     *   AEAC has been cancelled Spring qtr.
     *   Articulation and Transfer Council spring meeting (April 23-24) moved to Zoom.
     *   Spring ATL (May 6-8) has been cancelled.
     *   Faculty of Color Mentorship Program spring retreat (May 15) has been cancelled.
     *   Spring Math Conference (April 30 - May 2)  has been cancelled.
     *   College EBT Retailer Application Webinar scheduled for 4/8/2020 - postponed
     *   Workforce Education Council, April 30 - May 1 - cancelled.
     *   Early Childhood Teacher Preparation Council, April 30 - May 1 - cancelled.
     *   Workforce Connections Forum, scheduled for May 18-19th, has been rescheduled to August 25-26th.
     *   HRMC meeting scheduled for May has been cancelled.
     *   Spring CEDD Corrections Education Deans and Directors quarterly meeting is moved to a virtual meeting on Zoom  It starts at 9:00 AM  to 4:00 PM on May 19, 2020 and 9:00 AM - Noon on May 20, 2020.
