Dear College in the High School Partners,

This past session, the State Legislature passed a bill (HB 1973)<http://lawfilesext.leg.wa.gov/biennium/2019-20/Pdf/Bills/Session%20Laws/House/1973-S2.SL.pdf> establishing the Dual Enrollment Scholarship Pilot Program to be administered by the Washington Student Achievement Council. We are beginning with implementing the CiHS component of the pilot. I am writing to share some implementation details with you that may impact your CiHS registration process.

The purpose of the CiHS pilot program is to cover the tuition fees for low-income high school students. WSAC will distribute grant funds to selected high schools or districts, which will be responsible for paying the tuition fees for all eligible students directly to their IHE partners. (See attachment for additional detail.)

WSAC's planned implementation timeline for the CiHS pilot is:

  *   Send application, detailed instructions, and all relevant information to high schools on September 16, 2019.
  *   Application Deadline: September 30, 2019. We recognize this a quick turn-around, and will work with applicants to provide support.
  *   Award Announcement: The week of October 7, 2019.

It has been brought to WSAC's attention that this timeline may be problematic for colleges and universities and create confusion around the registration process. We sincerely apologize for any complications that may arise, and ask for your patience as we work through the pilot implementation process.

We recommend that colleges/universities review the attached list of invited applicants to determine if any of your partner high schools are eligible to apply. If so, we recommend delaying the registration process and/or extending the registration deadline for all students at these high schools until the award announcement has been made to mitigate the possibility of any refunds or re-registration occurring. This would ensure that students eligible for the scholarship do not inadvertently self-pay. Once the application deadline has passed, I will let everyone know which schools ended up applying, and will keep you all informed throughout the process. I will also notify everyone when the decisions have been made and there is a list of awarded schools.
