Members of the Opioid Overdose Medication Workgroup:

As promised, attached is the draft plan template for colleges to use as a starting point in individualizing their campuses, in order to meet the requirement to do so in Senate Bill 5380 (2019 Legislative Session). Eleven of our colleges are subject to this requirement currently, due to the capacity of their residence halls:

Bellevue College                                               Big Bend Community College                      Columbia Basin College
Edmonds Community College                     Everett Community College                         Green River College
Highline College                                                Shoreline Community College                     Skagit Valley College
Whatcom Community College                    Yakima Valley College

This template is intended to assist these eleven colleges to meet the requirement to have plans in place by the beginning of fall term, 2019. The workgroup agreed to recommend the following timeline to the colleges to comply with the legislative requirement:

Fall Term, 2019: Plans in place at the 11 colleges
Winter Term, 2020: Training of designated personnel
Spring Term and Summer, 2020: Purchase of medication
Fall Term, 2020: Plan activation

Please forward this email and attachment to your respective commissions, councils, and other relevant groups (housing directors, for example) and ask for input. Comments can be sent directly to me at jholliday at sbctc.edu<mailto:jholliday at sbctc.edu>. In order to assist the colleges that need to implement their plans by fall term, I ask that comments be sent to me no later than Friday, August 30th.

Yes, the standing order is written broadly and it specifically authorizes personnel from schools or other educational institutions in Washington to possess, store, deliver, distribute or administer naloxone.

We are finalizing the written instructions to be distributed with the naloxone. The order should be released sometime in August.

Good morning, Secretary Wiesman:

I'm writing to respectfully request that the Department of Health include Washington's community and technical colleges in a standing order to administer opioid overdose reversal medication to people who are experiencing an opioid overdose on campus. This would enable us to meet the following obligations under SB 5380:

By the beginning of the 2019-20 academic year, a public institution of higher education with a residence hall housing at least one hundred students must develop a plan: (a) for the maintenance and administration of opioid
overdose reversal medication in and around the residence hall; and (b) for the training of designated personnel to administer opioid over-dose reversal medication to respond to symptoms of an opioid-related overdose. The
training may utilize free online training resources including, but not limited to, the free online training resources identified as appropriate for public schools in section 40 of this act. The plan may identify: the ratio of residents to opioid overdose reversal medication doses; the designated trained personnel, who may include residence hall advisers; and whether the designated trained personnel covers more than one residence hall. (Section 43, p. 49)

The standing order would also provide proper protection against liability for those administering the overdose medication and pave the way for colleges to purchase medication in accordance with Department of Health guidelines.

Thank you for your consideration, and please let me know if there are any additional steps we should take on our end. I've cc'd Sr. Assistant Attorney General Dave Stolier, who has been working with our community and technical college system to interpret SB 5380.
