Please accept my sincere apologies for dropping the ball on getting back to you again regarding the potential benefits of year-round Pell Grants to strategic enrollment. I have been utterly delinquent in following up with you all.

We got buried by HEA negotiations on the HELP Committee that have now taken a temporary pause. If it is still possible, I would love to chat with you all more about the potential opportunities with year-round Pell.

Our partners at CLASP put together some excellent questions to pose to institutions regarding year-round Pell implementation (below). Perhaps these would be helpful to you. Please let me know if it would be possible to try once again to set up a conversation. I promise to get back to you this time!

CLASP questions for institutions of higher education on year-round Pell Grant implementation


1.     Are you aware that Congress restored year-round Pell Grants for the 2017-2018 award year?

2.     Year-round Pell Grants were previously available in 2011. During that time, did your institution codify year-round Pell Grant policies or produce other informational materials that might be helpful during this period of implementation?

3.     Is your financial aid office staff and senior leadership team aware of the guidance provided by the U.S. Department of Education to assist with implementation of year-round Pell Grants? (https://ifap.ed.gov/dpcletters/GEN1706.html)?

4.     Has this information, and any other information that you consider necessary or helpful for implementation, filtered down through your campuses and/or among key institutional staff, including your senior administrators, deans, financial aid officers, and academic counseling and student support units?

5.     Which individuals, offices, or units are responsible for each activity that will be needed to implement this provision? For instance, have you looked into what computer system changes will be required?

6.     Have you been meeting to discuss an implementation strategy?

7.     Does your institution have a plan to ensure that eligible low-income students are aware of year-round Pell Grants?

8.     How have you communicated this policy change to students so that they are aware of this policy change and what it means?

9.     Have you looked into which students would be eligible?

10.  What other resources or messages might need to be developed to improve understanding or develop a clearer plan of action?

11.  For institutions that have begun to implement: what challenges and/or limitations have you faced?

12.  Based on implementation thus far, what questions would you have for the U.S. Department of Education?

13.  Are your greatest challenges in year-round Pell related to connecting to students, technology, leadership, informational, statutory restrictions, or other?

Thanks. I think it would be great to learn from the FAAs that have already been implementing—learning best practices—but I am hopeful that we also might have a spillover effect on the colleges that aren’t quite up to speed. That’s why I was initially thinking we would talk to all of the FAAs at the same time. Any ideas on how to we can thread the needle there?

Hi gents,

Do you think the CTC financial aid administrators would be open to a check in call what they are doing to get year-round Pell off the ground in summer 2018?

Although many colleges are already implementing YRP, it is on a somewhat limited basis due to the normal academic cycle and the late implementation this year. As we all know this is not as simple as flicking a switch to make successful. There are issues at institutions of:


·        Student information systems getting set up

·        Financial aid disbursement systems and policies (i.e. treating the term as header vs. trailer)

·        Appropriate staffing and faculty in place to deal with larger enrollment

·        Course availability and sequencing

·        Ensuring facilities are open and fully utilized during summer

·        Connections with local businesses to ensure there will be food, housing, child care, and other facilities open

·        Monitoring and evaluating improvements in student success

My goal is to make sure that the right institutions are taking the most advantage of YRP, and that we can effectively guard against efforts to curtail the benefits like we did last time. We have already seen Congressional Republicans propose limiting YRP to full-time students to supposedly constrain costs and promote completion—which is of course bunk.

Let me know if you think a call might give us some insight into how things are going—and also provide a good opportunity for me to nudge them. Cheers!
