Today the US Senate followed the House in passing the HR 244<https://rules.house.gov/bill/115/hr-244> - legislation that funds the federal government for the remainder of federal fiscal year 2017 (thru Sept 30). The President is expected to sign the bill shortly, thus averting a government shutdown on May 5.

The National Governors Association (NGA) has put together a briefing document which compares FY16 enacted funding levels to funding levels in the FY17 agreement. Also, attached for your reference is a state policy report issued by the Federal Funds Information for States (FFIS) organization, titled Another Round of Fend for Yourself Federalism. It is summarized: “It began with the president’s ‘skinny’ budget for fiscal year (FY) 2018, and it is continuing with chatter around tax reform. ‘It’ is the notion that state and local governments are about to see an escalation of fend-for-yourself federalism.”

Also today, the House passed the American Health Care Act - legislation to repeal and replace the Affordable Care Act. Governor Inslee a statement<http://governor.wa.gov/news-media/inslee-statement-us-house-representatives-passage-legislation-repeal-affordable-care-act> following its passage. That legislation now heads to the US Senate, where its fate is uncertain.

Congressional Leaders have announced agreement<http://www.politico.com/story/2017/04/30/budget-deal-congress-shutdown-237822> on spending legislation for the remainder of FFY17.

As reported<http://www.cnn.com/2017/05/01/politics/government-spending-bill-details/index.html>, the deal includes new money for border security, but none for a border wall or deportation force, and no cuts to so-called “sanctuary cities”; billions in new defense spending, and disaster aid; no funding cut for Planned Parenthood; a 1% cut to the EPA; a $2b increase in NIH funding, and slightly increased funding for clean energy, science, and transit infrastructure; restoration of year-round Pell Grants; and new spending to address the opioid epidemic; among more. Text of the legislation, and reports from each appropriations subcommittee which explain the contents of the bill, can be found here<https://rules.house.gov/bill/115/hr-244>. We’ll be combing through it to understand how programs key to WA will be impacted.

The House Rules Committee will meet Tuesday at 3p ET to begin the process for that chamber’s consideration. Both chambers need to pass and the President must sign any spending bill before midnight Friday, May 5, to avoid a federal government shutdown.

House and Senate negotiators continue to work through a spending bill for the remainder of FY17 (thru Sept 30). New deadline for them is May 5.

Subject: Congress to pass short-term CR, avoid shutdown

FYI - Yesterday the US House Appropriations Committee introduced a short-term continuing resolution to extend federal government funding for one week - from April 28 thru May 5 - and maintain current funding levels (again carried over from FY16). Both chambers are expected to pass this bill quickly and avoid a government shutdown at the end of the week. This one-week CR is intended to give appropriations committees time to complete their negotiations on a CR for the remainder of FY17 (through Sept 30). Both sides report those discussions are going well and are near to a final deal.

Short-Term Continuing Resolution to Maintain Government Operations Released ‘

Washington, April 26, 2017 -

House Appropriations Chairman Rodney Frelinghuysen today introduced a short-term Continuing Resolution (CR) (H.J.Res. 99) to continue funding for federal programs and services until May 5, 2017.

Chairman Frelinghuysen gave the following statement on the introduction of this CR:

“This Continuing Resolution will continue to keep the government open and operating as normal for the next several days, in order to finalize legislation to fund the federal government for the rest of the fiscal year.

“I am optimistic that a final funding package will be completed soon. It is time that this essential work is completed so that critical programs and activities – including national defense – are properly and adequately funded for the year.”

Length and Level of Funding – The CR extends funding for operations for federal agencies, programs and services until May 5, 2017. It maintains the current budget cap level of $1.07 trillion put into place under the Budget Control Act of 2011.

The legislation continues policy and funding provisions included in currently enacted fiscal year 2016 Appropriations legislation.

The legislation also extends the December CR provision for health care benefits for retired coal miners and their dependents for the length of this CR. This provision protects coal miners and their families from losing health care benefits.
