<p class="MsoNormal">Today the US Senate followed the House in passing the <span style="color:black">
<a href="https://rules.house.gov/bill/115/hr-244">HR 244</a> - legislation that funds the federal government for the remainder of federal fiscal year 2017 (thru Sept 30). The President is expected to sign the bill shortly, thus averting a government shutdown
on May 5. </span><o:p></o:p></p>

<p class="MsoNormal">The National Governors Association (NGA) has put together a briefing document which compares FY16 enacted funding levels to funding levels in the FY17 agreement. You can view that briefing doc

<i>Another Round of Fend for Yourself Federalism.</i> It is summarized: “It began with the president’s ‘skinny’ budget for fiscal year (FY) 2018, and it is continuing with chatter around tax reform. ‘It’ is the notion that state and local governments are about

<p class="MsoNormal">Also today, the House passed the American Health Care Act - legislation to repeal and replace the Affordable Care Act. Governor Inslee a

statement</a> following its passage. That legislation now heads to the US Senate, where its fate is uncertain.<o:p></o:p></p>

announced agreement</a> on spending legislation for the remainder of FFY17. <o:p>

<p class="MsoNormal"><span style="color:#1F497D">As <a href="http://www.cnn.com/2017/05/01/politics/government-spending-bill-details/index.html">
reported</a>, the deal includes new money for border security, but none for a border wall or deportation force, and no cuts to so-called “sanctuary cities”; billions in new defense spending, and disaster aid; no funding cut for Planned Parenthood; a 1% cut
to the EPA; a $2b increase in NIH funding, and slightly increased funding for clean energy, science, and transit infrastructure; restoration of year-round Pell Grants; and new spending to address the opioid epidemic; among more. Text of the legislation, and
reports from each appropriations subcommittee which explain the contents of the bill, can be found</span><span style="color:black">

<p class="MsoNormal">FYI - Yesterday the US House Appropriations Committee introduced a short-term continuing resolution to extend federal government funding for one week - from April 28 thru May 5 - and maintain current funding levels (again carried over from
FY16). Both chambers are expected to pass this bill quickly and avoid a government shutdown at the end of the week. This one-week CR is intended to give appropriations committees time to complete their negotiations on a CR for the remainder of FY17 (through
Sept 30). Both sides report those discussions are going well and are near to a final deal.<o:p></o:p></p>
