For home (or work) connections, www.speedtest.net<http://www.speedtest.net> is a good reference site for checking your current connection speeds.
I use it often, especially recently, as my Internet connection speeds here have been varying widely, give the influx of COVID19 refugees into the area, and the subsequent use of the Internet locally.
Basically, run speedtest and compare your current speed to what you usually see, or what you're theoretically paying to receive.

I just did two basic searches and one advanced search. Also followed one link. Everything worked on par with the speeds I'm used to on the connection I have at home.
If it's slower for you, you might consider what connection your using, what browser, what plugins. If it's slower for you and others, I wonder if Ex Libris has any diagnostics they can do on their end. I remember I had to reach out to my web host once because my personal website was slow. They had to update the databases I was using and that made the speeds 200% faster when they were finished.

Primo itself is slow to load. When I do a search, the results pop up, but the facets take longer to load.

I'm having acute and worrisome flashbacks to 2016...
I ran a few searches in our Primo and found it to be performing as usual. It's still not the snappiest search result list but it came through within a reasonable amount of time. What aspect of Primo is loading slowly for you? The actual framework/application (e.g. the headers, the facet area, things like that) or the search result contents?
