[Wactclc-primo] Primo May 2019 Release is now available

Unrelated, but locally-hosted Primos are INCREDIBLY discouraged by Ex
Libris. I honestly have only met one site that has one, and I can't even
remember their name...

On top of the administrative and technical cost, they don't even get REST
API access. Wade, do you know if ExL even allows new customers on VE to be
self-hosted? I know OCLC nixed that with ILLiad back in the day.
