[RO] Question about Updating the Residency status to Out-Of-State

Thank you so much for all the emails.

After I reviewed it, the student is not in any special circumstances. She
has moved to live and has South Carolina's state ID. Now she is planning to
take classes at Edmonds and receive financial aid.

Do I just add a row in the Residency screen and put a note in the comments
saying why it was updated?
