Hi Stacy,

Hi Stacy,

Do you mean she is trying to establish residency? Students with an H4 are eligible for resident tuition.

As long as she has lived in WA for one year primarily for purposes other than educational (preseumption), she does not need a domicile, nor does either of her parents, and she doesn't have to be independent or dependent--reference RCW 28B.15.012(2)(f).<https://urldefense.com/v3/__https://app.leg.wa.gov/rcw/default.aspx?cite=28b.15.012__;!!JmPEgBY0HMszNaDT!vLcUKlFu2g2TYpmHD8A_iNHyirbs-DqwCgzac_kRZ7teyewNqyONGmXdoIHx3h8B_MQ88s0PknS3AhMWhA$>

This is my thorn in my side, and knowing me I am overthinking this. I am working with a student who is on a H4 visa and she is trying to establish citizenship. Can someone on a H4 establish citizenship? What questions should I be asking the student.
