Our college has also interpreted the HB2513 language to mean that we cannot block registration for library fines in addition to access to official transcripts. We significantly reduced the fines we charge. We look overdue fines away and only charge replacement fines if we genuinely intend to replace the item.

I've attached a report one of our staff wrote that we shared with the President to start working on fine reduction policies and the proposal we presented to the cabinet after getting everyone on the team onboard with possible solutions. A newish HB (2513)  came into being a couple of years ago, and we have been following those guidelines since it was at the proposal stage in 2019/2020. Basically, we cannot refuse access to official transcripts because a student owes a debt (including library debt).
