[LIBRARYDIR] ARPA funds

We used the guide and didn't find a whole lot that applied to us. Still, we received $10,000 and used it to fund $7,000 of mid-grade laptops for general circulation, and $3,000 of EDI eBooks to support our new Diversity and Social Justice collection (all eBooks being unlimited access licenses).
