Hi Dawn,

Getting a straight answer has been tricky! I’ve asked our VPAS for the HB2513 implementation language from BAC and I’ll share that if he can dig it up. Early versions (from fall 2020) of the BAC draft document suggested we could block registration. However, we were advised by the AAG that we *cannot block registration* for library-related charges. At Seattle Colleges, we’ve opted not to transfer charges to ctcLink accounts because anything over $50 can trigger a timeline for collections.

As Aryana shared, our primary tool for getting items back is “bricking” equipment. That and appealing to borrowers’ better angels.

Here is what our Registrar had to say about this last year:

“Colleges can still withhold registration for unpaid debt according to the law and the WSSSC, BAR, ARC subgroup guidelines. So the UAC “09” that the Library uses for outstanding items has been adjusted behind the scenes. Now this UAC blocks only registration, and not registration and transcripts. So the Library can continue to assign “09” for lost library materials.”

At Seattle Colleges our approach has been to (with warning) de-activate the units after a period of time if the patron is no longer enrolled but has not returned the equipment within the agreed upon loan period.

?Same situation here.  Currently, we aren't even allowed to send them to collection, which I'd rather not do anyway, but there is almost nothing to push them to bring the stuff back!

Irritating is an understatement.

Ours are set up so MS Office licensing will stop working if it isn't connected to our network ever 90 days but if they aren't using that it will keep working.

We're thinking of getting some kind of software installed that will allow us to remotely shut the laptop down.

We complied, but now with a year under our belts, I'm not happy with the results! Two thirds of our total number of laptops have not been returned, even with a signed agreement by the student and extensive outreach and follow up by our staff. I know from our previous conversations in LLC about this that other colleges have interpreted the law differently and are still placing holds on registration for overdue equipment (like laptops).

Here's the specific language from 2513 about registration holds:

  *   provides that institutions may only withhold registration privileges for debts related to unpaid tuition fees, unpaid room and board fees, or any financial aid funds owed to the institution under Title IV or to the state due to miscalculation, withdrawal, misinformation, or other reason, not including standard repayment of student loans;

If you are still placing registration holds, how is your college interpreting the language above to find a loophole?

Thanks - I'd like to see our policy changed but need some examples to offer for clarity.
