We’re forgiving fines/fees “in the name of COVID” and all that that entails. The enrollment argument seems strong, too.

Hi everyone,

We were wondering how folks were handling fines and fees during the pandemic. I came across this message from Mindy about forgiving all fines in order to encourage returning students.

Is anyone else forgiving fines either due to the pandemic, or for enrollment purposes? (or both!)

Pierce is not charging any overdue fines right now, and we’d like to forgive all replacement fees too. However, we want to make sure we are doing that equitably and within with state law.

Yes, I got word about this on April 20th.  It is HB 2513:

I’ve been told that we can still charge fines and fees and send students to collection, but we can’t hold their transcripts or registration.  On another note, however, my college is forgiving all fines in an effort to encourage students to come back to college.

Hello: My campus ITC representative told me about this new WA state law that just became effective last week. They talked about it at a recent meeting.

Has anyone else heard about it? We definitely put SMS holds on students for library fines. It sounds like we cannot anymore. Should we all ask our legal counsel?

Are we supposed to just flag them in Alma or absorb the loss(es)? Should we have fines at all? The blocks were the main reason students paid the fines.

Summary: Prohibiting the practice of transcript withholding and limiting the practice of registration holds at institutions of higher education as debt collection practices.

So, basically, no more registration or transcript holds for fines?
