I just double checked for North's purposes specifically regarding getting laptops returned, and the answer I received is that:

  *   transcripts cannot be withheld;
  *   but registration can be blocked

Historically the fines have been quite functional in ensuring students return the items. I know a lot of public libraries have removed fines altogether, but with our budgets being incredibly small, I can’t imagine doing a full removal.



I am glad that HB2 2513 happened though. Barring students from their transcripts is really harsh. I think the logic is: if they can’t use their transcripts to get a job to get money, how can we expect them to acquire money if they do have fines?

Hello: My campus ITC representative told me about this new WA state law that just became effective last week. They talked about it at a recent meeting.



Has anyone else heard about it? We definitely put SMS holds on students for library fines. It sounds like we cannot anymore. Should we all ask our legal counsel?



Are we supposed to just flag them in Alma or absorb the loss(es)? Should we have fines at all? The blocks were the main reason students paid the fines.

Summary: Prohibiting the practice of transcript withholding and limiting the practice of registration holds at institutions of higher education as debt collection practices.



So, basically, no more registration or transcript holds for fines?
