<p class="x_MsoNormal">Historically the fines have been quite functional in ensuring students return the items. I know a lot of public libraries have removed fines altogether, but with our budgets being incredibly small, I can’t imagine doing a full removal.</p>

<p class="x_MsoNormal">I am glad that HB2 2513 happened though. Barring students from their transcripts is really harsh. I think the logic is: if they can’t use their transcripts to get a job to get money, how can we expect them to acquire money if they do
