[LIBRARYDIR] WACTCLC staff question

I believe Vivienne mentioned in an earlier email thread that Mark Jenkins mentioned....on the State Ed Tech Advisory Committee call that the SBCTC planned to link/use/utilize a VPAT database created here at Whatcom as part of the first cohort of schools that participated in the ACCESS360 grant. This DB contains VPAT sheets and related accessibility information.

WCC library staff collected about 70 library related VPAT's that now live in the DB which I don't believe has been made public. What we did discover was that our largest content suppliers, EBSCO and ProQuest, did not meet Policy 188 (WCAG 2.0 Level AA) accessibility standard-their respective products are developed to ADA standards (which I believe at WCAG 2.0 Level A).  Not all content-technology, etc. will meet AA standards. While we'd like all our products to meet or exceed Level AA standards realistically, across the colleges, we know that will not be the case. I will also let you know that we encountered several non-US content providers that have ADA product functionality as a less-than high priority. It's also my understanding that the State of WA if the first state to move to Level AA standards making it a kind-of hard sell to those companies with which we do business.

I have been following this discussion, and I asked the director of the Washington Talking Book & Braille Library, Danielle Miller,  if she had any suggestions for accessibility testing. Her own staff can help us sometimes, but it's hardly a scalable solution. I'm curious if other systems have someone who is dedicated to these types of tests. Also, perhaps the resource (this position) already exists in the state on a broader level, or perhaps there are other resources out there a la nonprofits and association task forces that have done a lot of this work. Here's an example<https://vpats.wordpress.com/> of someone (most likely a grad student) who collected and published a list of links to VPATs for library databases.

Also, since it seems like your email is (for me anyway) a rabbit hole of questions, what about the benchmarks-do we have them, who defines them, etc? Accessibility is a limitless concept and there is never "too much" accessibility, so what does it mean to meet minimum requirements?

At an Access360 convening meeting yesterday, we were discussing the work involved in testing technologies for accessibility compliance (VPATS, WCAG 2.0, etc.) and that trusted testers are really well suited for this work. It got me thinking about our libraries and how we all use many of the same programs/databases that require a thorough testing and then a "stamp of approval" for accessibility that we can all stand behind. Then, this got me thinking back to a conversation we had maybe a year or two ago in LLC/WACTCLC about the idea of shared specialty staffing that we could all use or benefit from.

I know we are all currently seeing savings from the consortium not filling Shellie's vacant position and savings are great. But would WACTCLC members be interested discussing the idea of temporarily hiring a "Trusted Tester" for library resources so that we could all know which of our resources meet required benchmarks for accessibility?

Just throwing it out there for discussion.
