[LIBRARYDIR] On call or sub positions?

Hello all,
We are facing some staffing crunches at RTC and find our work study students are not a reliable stopgap all the time. Do you ever use on-call or substitute library help? Not even talking about librarians here.....just technical or desk support staff. If you do, I would love to know how it works for your college. I am trying to build up some ideas before I approach our HR department.
