[LIBRARYDIR] payments to Ex Libris

For the 2016-17 fiscal year, Edmonds paid the Primo subscription in January
2017.

For this 2017-18 fiscal year, we paid the Primo subscription in August 2017.

I am assuming that we will be billed for 2018-19 around the same time as
last year and pay around August.
