[LIBRARYDIR] removal of books

Cheyenne, semantics, but we declare them without value to be discarded rather than surplused.  Our recycler will take hardbacks if we remove the covers (it still has a strip down the spine, but they take that).

Our business office won't let us consider donations to other places in the name of state property.

Good afternoon all,

I could use a little guidance here from fellow directors. The Renton Technical College library is going to do an initial weed of the collection this summer as we have identified a large number of books for potential removal. In my past library, we boxed everything up and sent it to surplus but apparently that is not what DES wants us to do here and suggests we recycle them. However hardcover books can't be taken by our recycle company so they tell us to throw them in the garbage. None of these options seem great and I even know there are RCWs to help guide us:

28A.335.180
Before we get rid of materials, we have to:
Provide notice via local newspaper (or directly, if any school district, etc., has requested such notice in the last year) that these materials are available. Students get first refusal, if they ask to buy these.  We have to wait at least 30 days after we publish/give this notice, to dispose of these items.

After complying with above restrictions:
39.33.070

1.       If the materials are over $1000 in value, they can be auctioned off.

2.       If under $1000 value, we can sell to the public or a private business. (Book sale in cafeteria would be OK, sounds like.)

3.       If no value, materials can be recycled.
I am wondering what might be some other options you all know about where we might be able to donate the books to certain places or causes. We don't really want to open it up this process for students to come pick through...we simply don't have the space to hold these off and let folks comb through them. What might be some other options since our institution won't help us surplus them?
