[LIBRARYDIR] forgiving old fines/fees

It may just be semantics, but we don't "forgive" these kinds of fines, we "right them off".  The difference being that we are not absolving the patron of the fine we are just giving up all attempts to collect them and clearing our records.

Do you forgive really old fines/fees?  And if so, how old do they have to be?

Shellie just helped us with a patron purge, and we still have loads of records.  Thinking ahead to migration.
