[Factc] Factc Digest, Vol 26, Issue 12

I shared the following summary from our last week meeting with my Bellevue College faculty. You are welcome to use it with your faculty and please let me know if I had not included any important information. I tried to keep the email as short as possible so it encourages people read it.

Faculty Association of Community & Technical Colleges (FACTC) had its winter 2018 meeting on February 1st and 2nd in Lacey, WA. The agenda for the meeting was around the following six priorities shared by WA State Board for Community & Tech Colleges (SBCTC) and WA Community & Tech College (WACTC): enrollment, completion, advocacy, CTC link, equity, and legislative. Attendees: FACTC representatives from colleges across the state of WA, Jan Yoshiwara, newly-elected SBCTC Executive Director, Devin Dupree, SBCTC Policy Research Associates, Christy Campbell, newly-appointed CTC Link Director, and Arlen Harris, SBCTC Legislative Director. Highlights of information related to each of the above priorities described below:

1.     Enrollment. System as a whole has enrollment challenges. To put it simply, 60% of our high school graduates go to college while 40% do not. SBCTC has formed a task force to investigate the college enrollment issue.

2.     Completion. Devin Dupree presented data on our graduation rate in 2016-2017:

35% left with a credential.

12% transferred without a credential.

14% employed ($30,000/year which is calculated to roughly $14 an hour) without a credential.

The remaining 39% left college without a credential.

Completion rate is a politically sensitive issue as it also ties up to the Roadmap goals. What is the Roadmap? In 2013, WA state lawmakers charged Washington Student Achievement Council (WSAC) with a ten-year plan to increase educational attainment in WA. Therefore, the goal is that by 2023, 70% of Washingtonians between ages 25-44 have post-secondary education attainment. In 2017, 50% have reached the educational attainment goal. Therefore, new mechanisms and innovative ideas, are needed to achieve the Roadmap goal by 2023.

3.     Advocacy. One of the task force goals is to come up with a strong advocate team for 2019 budget session (big budget year) to advocate for the college-wide system. In addition, a consulting firm is hired to find out what resonate with legislators.

4.     CTC Link. CTC Link is a very expensive computer software designed for tie together financial, student scheduling, etc. for 34 community and technical colleges in WA. The $100 million software has many problems that require a lot of money to be fixed. Christy Campbell who is recently hired from Florida is in charge of the CTC link and is working with a new software company to fix the problem.

5.     Equity. Jan mentioned that SBCTC putting together best practices for achieving equity. She commented on WACTC recognition of the importance and impact of diversity and inclusion initiatives.

6.     Legislative. Arlen briefly discussed bills that were passed in this cycle of legislation. Again, the big budget year is 2019 and strategies are being developed so the lawmakers appropriate more funding for 34 community & technical colleges in WA.

As Devin explained those sites are accessible from college IP address. That is why I cannot have access from my home computer but can have access from my college computer.

Hi Gerry, I forgot to include a note that a couple of the links are college access only webpages, so you can only access them from a college IP address.  If you are trying to access them from a computer off-campus, the access may be denied.
