[ctcLinkfinaidsupport] UPDATE: Oracle Bug - Packaging Message for Aggregate Limits - RESOLVED

FA Support is happy to report an update for Oracle Bug - Packaging Message for Aggregate Limits!

Issue:
On the STUDENT_AID table, the dependency status for some students incorrectly reflected as X or Y when it should be D or I. As mentioned in the PRP 3.1 OVD<https://www.sbctc.edu/resources/documents/colleges-staff/it-support/erp/ctclink-accessibility/campus-solutions-fa-prp-3.1-overview-2024-08.pdf>, the bug was resolved by Oracle going forward; however, it did not retroactively update the erroneous values. Over 4000 records across ctcLink were affected by this bad data.

Resolution:
FA Support implemented a fix last Friday evening, in Production, to replace the X or Y value with the correct D or I dependency value. The fix is to remove the need to award affected students unsubsidized loans using Invoke Professional Judgement. The solution will also eliminate the requirement to update the Dependency Status for loans prior to transmitting them to COD.

*NOTE* - Please be aware that FA Support did not adjust any loans that were previously originated with the incorrect dependency status. There may be a few students that will need their dependency status overridden on the Override Loan Application Data page (see example below).

These loans should now fail validation thus can be identified in the Message Log when running DLOUT or by running the Origination Validation Error Report (FA860A). They will show up with Edit Error Message: DLOVL019 Invalid Dependency Status.
*Additionally, QCS_FA_LN_DEPEND_STAT_BUG can no longer be used to identify these students. *

The query mentioned in the previous email has been made available in PRD:

  *   QCS_FA_LN_DEPEND_STAT_BUG

This query identifies students with dependency status of Y (Independent Reject) or X (Dependent Reject) on the Student Aid table, which could trigger the Aggregate Error we reported previously. It also identifies students with originated loans with dependency status of Y or X that need to be updated prior to transmitting to COD. Hello FA!

We have received reports from colleges about loans being cancelled for students who have not reached their aggregate loan limits. The packaging message below is displayed when staff select Validate on the Assign Awards to a Student page:

This issue is due to an outstanding bug with Oracle. The bug is causing the dependency status value to be X (dependent students) or Y (independent students) on the STUDENT_AID record.

At this time, we highly recommend that ISIRs should not be deleted once an award has been made, because of this bug & others mentioned in the OVD guide & on the FAFSA Simplification 2024-2025 Known Issues in ctcLink webpage.

Next steps:

A fix from Oracle is expected in the next PRP. We will send updates when we have additional information.

In the meantime, we have developed a query to identify these students. Once this query is available in Production, we will send a notification. You can then run the query to look for students who have the incorrect dependency status value of X or Y. Once you have confirmed that a student has not reached their loan aggregates & has met all other eligibility to receive the loans, you should be able to award the loan on the Invoke Professional Judgment page.

To determine if a loan will need the dependency status value updated, navigate to Financial Aid > Loans > Direct Lending Management > Override Loan Application Data. Select the Direct Loan Demo Ovrd tab. If the dependency status value is X or Y, override it to D (dependent students) or I (independent students).

The override will then be included on your next outbound loan file.

If you would prefer to wait to award a student’s loans until the resolution is delivered by Oracle & tested by our team, that is completely fine. 😊
