We have several updates to provide!

  *
As of noon, the WCG CEMLI has been updated to include the FTI start and end label fields and populate FTI data from the ISIR for Aid Year 2025 and forward

Per the 2024-2025 WCG Manual (https://wsac.wa.gov/sites/default/files/2024-25_WCG-CBS_ProgramManual.pdf) the WCG Income for 2024-2025 should include AGI (or earned income when FTI AGI data is not available) and only the following untaxed income:

     *   Untaxed portions of Individual Retirement Arrangement (IRA, or Individual Retirement Account) distributions (withdrawals);

NOTE: Do not include any rollover amounts from untaxed IRA distributions.

     *   Untaxed portions of pension and annuity distributions (withdrawals);

NOTE: Do not include any rollover amounts from untaxed pension and annuity distributions.

     *   IRA deductions and payments to self-employed SEP, SIMPLE, and qualified plans;
     *   Tax-exempt interest; and
     *   Foreign Earned Income Exclusion

The WCG CEMLI was updated to include all the following except ‘IRA deductions and payments to self-employed SEP, SIMPLE, and qualified plans’ as more research is needed to determine whether the SFA_xx_FTIM_DEIRA - IRA deductible and payments fields is accurate and doesn’t contain rollovers (reference: https://askregs.nasfaa.org/article/36751/how-do-we-verify-rollovers-of-ira-pension-and-annuity-distributions) There are not many students systemwide at this time that have the data and we’ve reviewed them to confirm there are no impacts on their WCG eligibility. However, we will be building a query to find these students until we can confirm SFA_xx_FTIM_DEIRA - IRA deductible and payments fields should be added to the WCG CEMLI.

We will also be looking into the assumed family member values and how it interacts with the WCG CEMLI.

Updating the WCG Eligibility page for your 2025 aid year students

Having a before and after may be helpful so we recommend running CTC_FA_SNG_ALL_RECORDS and downloading the results so you can refer back to it. Then, run the Recalculating Eligibility process p.9 of WCG and CBS Processing Business Process Guide | 9.2 FA - Financial Aid Business Process Guides | ctcLink Reference Center<https://ctclinkreferencecenter.ctclink.us/m/92436/l/798586-wcg-and-cbs-processing-business-process-guide>

Note: Any student where you locked the WCG Eligibility page will not be re-calculated. There are two options that you can take to clean up those students.

Option 1

Run CTC_FA_SNG_ALL_RECORDS query and download the results. Filter by Lock Eligibility field equal to Y to find all those you’ve overridden.

Run the WCG Override process p.7 of WCG and CBS Processing Business Process Guide | 9.2 FA - Financial Aid Business Process Guides | ctcLink Reference Center<https://ctclinkreferencecenter.ctclink.us/m/92436/l/798586-wcg-and-cbs-processing-business-process-guide> with ‘Lock Eligibility’ box not selected

      You have two options for population selection

      QCS_FA_WCG_OVERRIDE - Selects students who have the prompted Eligible? field status

      QCS_FA_WCG_OVERRIDE_AWARDED - Selects students who have prompted item-type offered and Eligible? field status. This query is the same as the one existing in the guide: CTC_FA_SNG_OVERRIDE. No criteria change, just renaming      for clarity, and SNG has been WCG for several years now.

  Once you've unlocked the students that were overridden, run Recalculating Eligibility process p.9 of WCG and CBS Processing Business Process Guide | 9.2 FA - Financial Aid Business Process Guides | ctcLink Reference Center<https://ctclinkreferencecenter.ctclink.us/m/92436/l/798586-wcg-and-cbs-processing-business-process-guide>

Option 2

Run CTC_FA_SNG_ALL_RECORDS query and download the results. Filter by Lock Eligibility field equal to Y to find all those you’ve overridden and manually review each one. For any student you need to populate the FTI data, use the CTC_FA_SNG_POPULATE_ONE_ID query for the WCG Pop Update Process. Once you confirm the WCG Eligibility page updated, manually select Calculate for the student.

  *   CTC_SNG_ELG_TBL and CTC_SNG_ELG_VW now will populate FTI data so they have been moved into Access Group DS FA FTI HIGH SENS which means any queries tied to these table are only accessible for users who have ZD_DS_QRY_FA_FTI_HIGH_SENS

  *   The query CTC_FA_SNG_ALL_RECORDS populates the WCG Income field which now may contain FTI so the FTI start and end labels have been added to the query and the ‘CUI/SP-TAX’ will populate when they are present in the ISIR file

  *   QCS_FA_SAI_DISCREPANCY- There are many reported bugs where PS's calculation of SAI is different from the FPS SAI coming in from the file so we built a query to find the discrepancies! 🙂

QCS_FA_MISSING_NSLDS_LOAN_YEAR- Please make sure to select all required fields mentioned in our QRG ( 9.2 Manually Awarding Aid for a Student without a FAFSA | 9.2 FA - Packaging and Awards | ctcLink Reference Center<https://ctclinkreferencecenter.ctclink.us/m/92427/l/1275570-9-2-manually-awarding-aid-for-a-student-without-a-fafsa>) when building FA Term manually. Leaving the NSLDS Loan Year field blank will cause the global file review query QCS_FA_FILE_REVIEW_DATA to go to No Success and will also cause a SQL error on the WCG Eligibility page.
