Hi Kara and Brian, 

The Authorization Failure Report Troubleshooting Business Processing Guide has a troubleshooting section on this very Error Message.

You can also Disburse with Override, as a last resort, to ensure your R2T4 adjustment picks up on the Customer Acct.  Be sure to follow up with Student Financials to set the FARC/FARP process if the student owes back any funds.

Also, when in doubt, please submit a ticket with the EMPL you're working with, and we can take a look for you.

I'm processing R2T4, after I adjust Pell down, then go to authorize and disburse to the new amount the student was eligible for, I get the Post Disbursement Reduction Control in Effect (Prior Term Adjustments). error.
