[ctcLinkfinaidsupport] Update to FISAP Guide

I am sending out a copy of the updated FISAP Guide.  An update has been done to the screen shot on page 37.

As displayed in pages 36-37, the DISTSEOG.CSV and related files should be coming from the Download tab on the Upload/Download page, not the Upload tab.
