[CBPS] Metering requirements

For those of you still working on building meter projects, you should know that Commerce has defined standards for these installations. Your contractors should be aware of these, but it's worth checking with them.

Section 5.2.2 of the Clean Buildings Standard references the requirement to meet meter accuracy, tolerances, and testing requirements of Title 480 WAC or WAC 51-11C-40904<https://app.leg.wa.gov/WAC/default.aspx?cite=51-11C-40904> (Section C409.4 of the WSEC).

Gas meters are addressed in WAC 480-90<https://app.leg.wa.gov/WAC/default.aspx?cite=480-90>, Part IV (90-303 through 90-353)
Electric meters are addressed in 480-100<https://app.leg.wa.gov/WAC/default.aspx?cite=480-100>, Part V (100-308 through 100-353)
Steam and chilled water seem to qualify as end use meters WAC 51-11C-40903<https://app.leg.wa.gov/wac/default.aspx?cite=51-11C-40903> and the standards defined in 51-11C-40904.

I've also attached the guidance from Commerce.
