Subject: Essential Programs Call - Follow Up
Importance: High

Good evening,

Thank you all for joining today's call. We covered a lot of information and fielded numerous thoughtful questions. Attached you will find the promised "Essential Programs Crosswalk" (Approved 6-Digit CIPs) document as well as other documents referenced. You will also find a copy of the email from our Governor's Office representative, John Aultman, communicating the approved protocols to SBCTC and approval for instruction able to meet these requirements to begin effective May 5th.

One question we have received is related to how colleges should handle programs or aspects of programs requiring person-to-person contact. This question has been asked specifically related to Medical Assisting, Respiratory Therapy, EMT, and Phlebotomy among others. The answer for all programs is the same. During Phase 1, no person-to-person contact is permissible in any program. Colleges are reminded of the opening of the protocols document, which states in pertinent part:
Higher Education and Critical Infrastructure Workforce training jobs and approved (see attached list) instructional programs complying with the points below may resume only those work and instructional activities that do not require workers and students to be closer than six-feet together. If a work or instructional activity requires workers or students to be closer than six-feet, it is not considered low-risk and is not authorized. Adherence to the physical distancing requirement and the health and safety points below will be strictly enforced.
SBCTC staff continue to work closely with our partners in the Department of Health, Labor & Industries, and the Governor's Office. We will communicate any revisions to these protocols as soon as we become aware.

SBCTC fully recognizes this means some classes and programs on the approved list will not be able to meet these mandatory safety protocols. However, it is imperative we only reopen those classes where these protocols are achievable and each do our part to protect public health in this and each subsequent phase of reopening. We must recognize this crisis is far from over and that we have a long, cautious, and public health focused road ahead of us. Finally, we must accept the responsibility we have been given to protect public health and for being among the first entities entrusted to reopen in our communities.
