Subject: COVID-19 March 19, 2020 Update

*      General Information:
o   Washington State has a website devoted to COVID-19 response (https://coronavirus.wa.gov/).  It is public facing and provides information on a variety of issues and the latest Washington State news.
o   In an announcement to faculty and staff sent yesterday, UW announced its intent to notify students that spring quarter will begin with remote instruction and remain  fully remote through the end of spring quarter.
o   The Board of ACRL-WA called for the closure of in-person services in academic libraries during the COVID-19 emergency.  Their statement can be viewed at https://www.acrl.ala.org/acrlinsider/archives/19351.  They stated their commitment to provide resources and support for libraries to navigate these challenging times through free webcasts related to moving the work of academic libraries online.
?  Many, if not all colleges, provide services within the library physical space that is not directly academic library work (i.e., access to computers, internet, etc.). These services are often provided to underserved students not having access to technology.  Closing these spaces becomes an equity issue.  Discussions continue on how to maintain these services to students through social distancing and other preventative measures.
?  Ideas include moving computers to empty classrooms and providing ample space for social distancing.  Considerations include: impact to international students, decisions made by the local public library, careful use of language (distinguishing between "closing" the building and "closing in-person" services).
o   Information on the application of tech fees during this emergency period is under review and discussion at each college.  Also, being discussed is compensation (i.e., additional planning time, stipend, etc.) for faculty to convert/teach courses on-line.  Colleges are working with faculty representatives and existing CBA provisions, if any, to address this issue during the emergency period.
?  Canvas informed State Board that there would be no additional costs for increased use.
o   Use of College facilities by local health care agencies. Several colleges have existing agreements with local health care providers that allows use of college allied health care facilities to potentially house patients (non-COVID-19) in an emergency.  Capacity is limited but may provide some relief and potentially impacts program/student access.

*      Employment Information
o   CDC issued a Public Health Management Decision matrix related to COVID-19 risk assessment.  It was imbedded in previous information related to employment, but I thought it useful to provide the direct link. o   OFM HR updated its website (https://ofm.wa.gov/state-human-resources/coronavirus-covid-19-hr-guidance-state-agencies) with information directly affecting civil service employees (but may also be instructive for other employee groups).  They added discussions on:
?  What supervisors can and can't ask their staff?
?  My employee is diagnosed with COVID-19. Now what?

*      Instruction/Student Services
o   Guidance on common instruction questions has been posted on the Google Drive. (It's posted in the Remote Attendance and Guidance folder at https://drive.google.com/drive/folders/1h5BqcI9ChxL105ABQLZkuPosVcpoRNbr.   It has been vetted through the Instruction Commission. Questions addressed include approach to technical classes, handling performing and studio arts classes, computer labs, libraries, PE classes/rec centers, ABE/ESL classes, and Correction Education.
o   The Department of Health issued two memos yesterday to healthcare training providers (See Google Drive "Remote attendance and guidance" folder).
?  The guidance and communication are helpful but does not address the use of simulation labs to meet clinical hour requirements for licensure.  State Board will continue to reach out to the Nursing Commission to further discuss WAC 246-840-534 (https://apps.leg.wa.gov/wac/default.aspx?cite=246-840-534) to temporarily expand the number of "clinical" hours that can occur in a simulation lab.
o   Spring Quarter start dates and end dates have been compiled and posted to the Google Drive main folder.  This is an evolving situation and colleges are continuing to evaluate.
o   Legislation has passed congress allowing Veterans to participate in online learning without impact to their housing allowance.  The bill awaits President signature. o   The State Board has pulled together a group to receive and respond to technical questions developing out of changes in modality and spring quarter dates as a result of colleges response to COVID-19.  The objectives of this group include:
?  How to handle coding and other data related questions
?  Facilitating communication and discussion on impact of these changes by technical and policy staff
?  Identifying a single, go-to source for communication on technical issues.
As this effort comes together, more information will be provided through this bulletin.
o   Issues being worked:
?  Survey requested by the Presidents -A  slate of questions, organized commission (IC, BAC, and WSSSC) has been developed and sent, with the intent get responses by Friday, 5pm.  Staff will compile/review in anticipation of sharing with Presidents Monday morning.
?  Running Start guidance (verification forms and billing).  WSSSC and the RS listserv members are reviewing the proposal.  We anticipate being able to formalize the guidance with OSPI later today and share with colleges on Friday.
?  Check-in with OSPI regarding their plans for re-opening.
?  Conversations with DOC regarding expectations and contract obligations related to Corrections Education.

*      Event Cancellations/Changes (Newly Added/Updated in RED)

     *   Dual Credit Summit, March 16-17 cancelled and being rescheduled for fall 2020 (Looking at October 5/6, 2020)
     *   ATL Retreat, March 26-27, cancelled.
     *   Dean Community of Practice, March session cancelled.
     *   Bridge to College meetings have been converted to virtual convenings.
     *   Guided Pathway Work Plan review, March 12-13, is converting to an online modality (details to follow).
     *   Annual Students of Color conference April 23-25 Yakima cancelled
     *   All Student Services conference April 29-May 1 Tacoma, Student Services Commission has been re-scheduled to May 3-6, 2021.
     *   Team Teacher training at Centralia College, March13, 2020, Cancelled
     *   COABE Conference has been Cancelled/Postponed (Originally scheduled for 4/5-4/8, postponed till summer)
     *   AACC has been cancelled.
     *   Council for Basic Skills April Meeting has been cancelled
     *   Intercollegiate Relations Committee (ICRC) is spring meeting cancelled (4/16-17)
     *   AEAC has been cancelled Spring qtr.
     *   Articulation and Transfer Council spring meeting (April 23-24) moved to Zoom.
     *   Spring ATL (May 6-8) has been cancelled.
     *   Faculty of Color Mentorship Program spring retreat (May 15) has been cancelled.
     *   Spring Math Conference (April 30 - May 2)  has been cancelled.
