The information listed below has come-up since yesterday's message was sent. *       General Information:
o   Following Governor Inslee's proclamation limiting gatherings to no more than 250 people in King, Snohomish and Pierce Counties, the Seattle & King County Public Health Officer issued a local order prohibiting events of less than 250 people, unless measures are taken by  event organizers to minimize risk.  It's anticipated that further guidance for schools will be issued soon.
o   On March 11, 2020, the World Health Organization declared the COVID-19 a pandemic.
o   During a press conference held earlier today, Governor Inslee announced the 6-week closure of public and private K-12 schools in King, Snohomish and Pierce Counties due to COVID-19.  Under the executive order, schools can hold classes through March 16, but must close March 17-April 24. The Governor is advising other school districts to prepare for possible closures in an effort to slow the spread of the virus.  Some of the time may be made up at the end of the year, but that becomes mathematically difficult. In response to a press question and comments by Superintendent Reykdal, the Governor encouraged colleges/universities that have not yet moved to on-line operations to make sure they are prepared for the possibility of closing.  (It was not clear that the Governor was differentiating between "closing" and transitioning to on-line.)
?  We can distinguish our colleges from K12 schools.  We know how to do instruction with social distancing via online instruction.  We have all the tools and experience we need to do this, which is why many colleges have already converted and was able to go online so quickly.  K12 schools don't have the infrastructure or experience to switch to online.

*       Employment Information
o   OFM-HR released emergency rules related to the COVID-19 event, effective March 11th. The rules apply to non-represented civil service classified employees, but may be instructive in terms local policy development applicable to other employee groups. ?  For the emergency period, during a suspended operations due to COVID-19, non represented civil service employees "will not receive any loss of pay."  I am trying to get clarity from OFM on the meaning of this phrase. (i.e., accrued leave, administrative leave, comp time, etc.)
?  Requires general govt. to provide up to 14 days of leave with pay when an employee is required by CDC guidelines to self-quarantine but is otherwise healthy and telework isn't possible. If telework is an option and the employee refuses, he/she must use other leave options.  Employer may require documentation.
?  For higher education (non-represented civil service employees), granting up to 14 day of admin. leave is permissive.
?  An employer must grant leave without pay due to COVID-19 when an employee requests it to protect themselves, a family/household member.
?  The emergency rules also address impact to seniority, increment dates.

*       Instruction/Student Services
o   Cascadia will extend its spring break to two weeks, pushing spring quarter start back one week to April 6. Financial aid will still be distributed as scheduled on March 30. The current plan is to begin the quarter in face-to-face mode but contingency plans are being developed to move spring quarter curriculum on line as necessary. Graduation will also shift one week later to June 19, 2020.
o   Education Technology.
o   Renton is ending its winter quarter on March 20 (rather than 3/26) and spring quarter will start on April 13 (rather than 4/7).  The college will maintain its operations, although they might be limited to promote social distancing and remote work possibilities.
?  NW eTutoring consortium is expanding tutor numbers and tutor training in anticipation that many college f2f tutoring centers will be closed.
?  SBCTC will be allocating proctored testing licenses to colleges by the end of the week; more information to come by close of business Thursday.
?  Microsoft is making their educational products and services available to all Washington State colleges free of charge and working with industry partners to improve online technology access and equity for students in underserved areas and populations. Additional information on how to access these services will be sent in a subsequent email later today.
o   WSAC sent a March 11, 2020 e-mail describing their COOP plan to continue to provide financial aid services should the move to remote.  See the Google Drive "General guidance and resources" folder.
o   WSAC wants to help colleges but cannot issue blanket regulatory relief regarding submission of files, request for payments, return of payments, mandatory reports, etc.  They suggest colleges contact them as early as possible with questions or changes that could impact state aid eligible students.  If looped in early, WSAC might be able to help support or work on collaborative, creative solutions.
o   SBCTC staff met to plan conference call with Allied Health and Nursing Deans/Directors regarding Governor Inslee's proclamation 20-06.  Potential questions include:
?  What are the impacts on your student clinical placements?
?  Other impacts to students and instructional programs?
?  Identifying the need for proctored testing.
?  Discussion about simulation lab instruction and clinical requirements/ Department of Health and the Nursing Commission.
o   SBCTC continues to pursue clarity on:
?  The impact of transition to online learning on Veteran's housing allowance.
?  Impact on Federal Work Study Students of moving to online instruction (college remains open but has no FWS work, or student doesn't want to come to campus to work)
?  Clarity from Employment Security Department on access to UI benefits for students who work off campus and cannot work due to business closure or COVID-19 stigma.

*       Isolating College Students Living in Residence Halls
o   General guidance from the AG's Office related to working with public health officials to isolate or quarantine students living in dorms - See Google Drive General guidance and resources" folder.

*       Event Cancellations/Changes (Newly Added in RED)

     *   Dual Credit Summit, March 16-17 cancelled and being rescheduled for fall 2020 (Looking at October 5/6, 2020)
     *   ATL Retreat, March 26-27, cancelled.
     *   Dean Community of Practice, March session cancelled.
     *   Bridge to College meetings have been converted to virtual convenings.
     *   Guided Pathway Work Plan review, March 12-13, is converting to an online modality (details to follow).
     *   Annual Students of Color conference April 23-25 Yakima cancelled
     *   All Student Services conference April 29-May 1 Tacoma, Student Services Commission considering cancelling.
     *   Team Teacher training at Centralia College, March13, 2020, Cancelled
     *   COABE Conference has been Cancelled/Postponed (Originally scheduled for 4/5-4/8, postponed till summer)
     *   AACC has been cancelled.
     *   Council for Basic Skills April Meeting has been cancelled
     *   Intercollegiate Relations Commission (ICRC) is moving the spring meeting to an online format
     *   AEAC has been cancelled Spring qtr.
     *   Spring quarter education navigator meeting on 4/22 at Spokane Community College.
