Subject: COVID-19 - March 10 Update

The message is being sent via the WACTC listserv on March 10, 2020.  It is our intent to forward it through the Commission listservs later today.  Please let me know if you have concerns

It was agreed during  the WACTC March 6, 2020 conference call, that in addition to the conference calls scheduled for 8am Mondays, Wednesdays and Fridays, new information regarding COVID-19 would be sent out daily.   The information listed below has come-up since yesterday's message was sent.

*       General Information:
o   Governor Inslee held a press conference today, March 10th, to announce emergency rules addressing accessing Unemployment Insurance (UI) benefits when laid-off or quarantined.  The announcement included steps to help state employees impacted by COVID-19 to telework.  Governor Inslee also sent an-e-mail to all state employees.  Information is summarized below, in the employment section.  You can access a copy of the press release on the Google Drive https://drive.google.com/drive/folders/1PnHhItWpvNhUhhxrCq5LSzxjenmVS5nw.
o   Public health agencies are now emphasizing the need for people feeling sick to call their health care providers first, before showing up in waiting rooms.  In this way, they can direct the person to the appropriate resource and that resource will be prepared to receive and isolate the sick person.  You may want to add a statement to your list of actions folks can take to be safe.
*       Employment Information
o   ESD adopted emergency rules https://esdorchardstorage.blob.core.windows.net/esdwa/Default/ESDWAGOV/rule-making/emergency-rules-covid-19.pdf), effective today, that address temporary layoffs, isolation and quarantine related to employees and businesses directly impacted by COVID-19.  Included in the release of the new rules was a list of scenarios and benefits available in each (https://esdorchardstorage.blob.core.windows.net/esdwa/Default/ESDWAGOV/newsroom/COVID-19/COVID-19_Scenarios%20and%20Benefits.pdf) .  The new rules provide more leniency on UI deadlines.  Examples include:
?  Workers may receive UI benefits and employers may get relief of benefit charges if an employer shuts down operations temporarily because a worker gets sick or is isolated due to COVID-19.
?  ESD's Standby program (Laid-off employees not required to look for work during temp layoff) will be extended to part-time employees who meet the 680 hour minimum to qualify for UI benefits.
?  Workers asked to self-isolate by a medical or public health professional may receive UI benefits (and not have to search for work) so long as they have a return date with their employer.
?  Workers forced to quit work because of illness will not get UI benefits while ill but maybe eligible once they recover.

o   Governor Inslee has asked state agencies to think creatively regarding telecommuting for folks affected by COVID-19 but not yet ill.  This likely includes taking a look at positions that don't naturally lend themselves to telecommuting and identifying work that could be assigned and completed by them.
o   LWTech messages to staff on creation of an Emergency leave pool and guidance to supervisors on how to treat missed time have been posted to the Google Drive.
o   Governor Inslee's message to state employees mentioned additional leave options that would be available to state employees should they be asked to self-isolate/quarantine.  The follow-up information from OFM HR office clarified that, at this time, this did not apply to higher education.  Typically, there has been some hesitation to extend certain leave policies to higher education because of the potential impact to students and learning (Think of the furlough policies applied to agencies during the great recession).  We are seeking clarity on the Governor's intent from OFM.
*       Meetings:
o   Zoom license expansion.  Working with OFM, SBCTC has increased the number of Zoom license's available to institutions.  Information has been shared with you IT departments.
*       Event Cancellations/Changes

     *   Dual Credit Summit, March 16-17 cancelled and being rescheduled for fall 2020 (Looking at October 5/6, 2020)
     *   ATL Retreat, March 26-27, cancelled.
     *   Dean Community of Practice, March session cancelled.
     *   Bridge to College meetings have been converted to virtual convenings.
     *   Guided Pathway Work Plan review, March 12-13, is converting to an online modality (details to follow).
     *   Annual Students of Color conference April 23-25 Yakima cancelled
     *   All Student Services conference April 29-May 1 Tacoma, Student Services Commission considering cancelling.
     *   Team Teacher training at Centralia College, March13, 2020, Cancelled
