With input from Whatcom’s financial aid director:

Students are eligible when admitted or provisionally admitted to the program. We award financial aid to BAS students for GenEds required for the BAS degree and lower level courses required for the degree that weren’t completed as part of the associate’s degree. However, financial aid would be dependent on the student having completed an associate’s degree, since that is a program admission requirement.

My comments in red below.

I’m wondering if your college offers financial aid to BAS students who have not yet completed their general education (or Associates Degree) requirements. Yes. If the student has been accepted into the BAS program then they can use FA to pay for both BAS and gen ed classes. Does your institution allow for students to receive financial aid as a BAS student without a two-year degree? Yes. Sometimes students are admitted who need to finish up other classes that go towards their overall BAS degree, so we allow FA to pay for those classes.

Our policy has been that if the classes that the student is taking can count towards their overall BAS degree, then FA can pay for those classes. It’s an access and barrier issue and we try to remove as many barriers as we can.

Dusting off my financial aid hat----

A question to ask; is the student officially admitted to the BAS program or conditionally (provisionally) accepted.  I assume that completion of the general education (associates degree) requirements as noted in the question below is a condition of acceptance into your program.  If so, then the following from the 2019-20 Federal Student Aid Handbook:

Students admitted as conditional are regular students only if the school officially accepts them into the eligible degree or certificate program. The Department does not define official acceptance or admission. If the student is merely allowed to take some courses before being officially admitted to the program, she is not considered a regular student and is not eligible for FSA funds until she is officially admitted.

In addition, we do track BAS students that are enrolled a non-matriculated (148 FTES in 2018-19).  These students would generally not be aid eligible.

Always defer to your aid directors with these unique enrollment circumstances.
