Workforce Deans and Directors,

I'm writing today to update you about two competitive allocation and capital equipment RFPs coming your way in mid-September and draw your attention to another that is already underway at ESD.

You'll recall our update about House Bill 2158 and Career Connect Washington at the spring WEC meeting.

  *   E2SHB 2158, the Workforce Education Investment Act, <http://lawfilesext.leg.wa.gov/biennium/2019-20/Pdf/Bills/Session%20Laws/House/2158-S2.SL.pdf>  creates workforce education investments to train Washington students for Washington jobs, including targeted investments in Career Connected Learning.
  *   Career Connect Washington<https://careerconnectwa.org/> is a statewide approach to career connected learning designed to guide every young adult to opportunities with employers so they can build a successful career.
Among an array of investments, the Workforce Education Investment Act funds SBCTC to provide for new or expanded enrollments within eligible Career Launch<https://www.sbctc.edu/career-launch/> endorsed programs. The funding level is $1.0 million for FY20 (2019-20) and an additional $1.0 million for FY 21 (2020-21). Resources made available through this allocation program will support the implementation of new or expanded Career Launch endorsed programs by providing FTES to successful applicants.

Related to the investments made in the Workforce Education Investment Act, the FY19-21 Capital Budget funds SBCTC to provide for the purchase and installation of equipment at community and technical colleges that expands Career Launch learning opportunities through a competitive process. The funding level for this opportunity is $5.0 million for FY19-21 Capital Budget. A separate competitive RFP for these funds is in development to coincide with the new or expanded Career Launch FTES allocation RFP.

We expect to release the allocation and equipment RFPs on or about September 12, 2019 for the first round of Career Launch FTES and for Career Launch capital equipment funding. We want to encourage interested colleges to get familiar with Career Connect Washington and related funding opportunities so that proposals for Career Launch are as successful as possible. To that end, we want to point you to two current funding opportunities that may be informative as you develop any Career Launch efforts.

  *   Regional Networks<Employment%20Security%20Department> (Employment Security Department)

Once SBCTC's RFPs are finalized, the Workforce Education team will provide an information webinar in order to field any questions. Please stay tuned for announcements about that webinar. I know you have no shortage of other efforts to focus on, but we're confident that our system is excellently positioned to create more Career Launch experiences for young people across our state.
