[BFET] [UCE] FFY21 BFET Budget Workbook and Performance Measure Follow-Up

Hello BFET Team,

Thank you all again for your comments, feedback, and ideas you shared in our BFET Budget Workbook and Performance Measure WebEx on Tuesday, May 26th. I am following up on a few items from our WebEx.

Budget Workbook:

1)      Here is the formula for the Admin Cost and Detail cells on the Total Budget Tab for anyone whom would like to use it. Remember to change the first cell number (highlighted in yellow) to the corresponding cell number you are inputting the formula into. =(B18/(SUM($B$15:$B$20))*($F$37-$F$36))


2)      Here is an example of a general cost allocation method:
Compensation for Personal Services: documented with timesheets and time and effort reports showing time distribution for all employees and allocated based on time spent on each program or grant. Salaries and wages are charged directly to the program for which the work has been done.
Fringe Benefits (FICA, UC, and Worker's Compensation): allocated in the same manner as salaries and wages. Health Insurance, dental insurance, life and disability and other fringe benefits are also allocated in the same manner as salaries and wages. Vacation, holiday, and sick pay are allocated in the same manner as salaries and wages.
Goods and Services: allocated based on usage and cost ratio. Expenses used for a specific program will be charged directly to that program (such as office supplies or copy costs). Postage expenses are charged directly to the programs to the extent possible. Costs that benefit more than one program will be allocated to those programs based on the ratio of each program's expenses to the total of such expenses.
Travel Costs: allocated based on purpose of travel. All travel costs are charged directly to the program for which travel was incurred. Travel costs that benefit more than one program will be allocated to those programs based on the ratio of each program.
Tuition: Tuition cost per student is estimated for full time student at 15 credits per quarter for a total of  $1,500 plus fees per quarter.

3)      Indirect calculation (formula) in the workbook has been double checked by DSHS and seems to be correct.

Performance Goals:
We have received quarters 1 & 2 performance reports from DSHS (attached). The first report attached are goals and outcome for the system. The second report is by college and is only for quarter 2, we have requested quarter 1.

DSHS has stated that due to COVID-19 there will be no negative impacts to agency contracts if they are unable to meet quarters 2 & 3 performance goals. Additionally, they stated that quarter 4 performance will not impact agency contracts for FFY21.

Employment Data:
The performance report for the system shows employment goals for each quarter, it also shows the total number of clients reported in eJAS as having employment. For FFY21 employment projections we are encouraging colleges to use the Participant Employment Report in eJAS to base your projects on as we understand this to be what DSHS is currently using to measure performance. The SBCTC will continue to advocate for the use of ESD Data for determining actual employment outcomes.

Enrollment Data:
Colleges quarterly and annual enrollment data can be accessed on our SBCTC website using the Enrollment Data Dashboard. The Enrollment Dashboard provides a snapshot of student headcounts and full-time equivalents (FTEs). Options are available on all dashboards to refine by student type, funding source and selected program, e.g., alternative high school, worker retraining, etc. https://www.sbctc.edu/colleges-staff/research/data-public/enrollment-data-dashboard.aspx
