The Community Colleges of Spokane is seeking two highly motivated and qualified individuals for the position of Program Manager - ABAWD Grant in the Student Services Division at both Spokane Community College and Spokane Falls Community College.

This is a grant funded position, continued employment is contingent upon continued need and available funding.

GENERAL DEFINITION
Reporting to the Associate Dean of Student Success & Outreach (SCC) and the Associate Director of WorkForce Transitions and Veteran Services (SFCC), this position will create a system for, and act as a single point of contact for the Able-Bodied Adults Without Dependents (ABAWDs) grant in activities that fulfill the work requirement for Basic Food eligibility. This includes: providing intake, assessment, referrals and support in accessing activities at community colleges or with other community partners. The ABAWD Program Manager will work to enhance collaborations with community partners and statewide initiatives to increase resources for colleges to support low-income students.

CHARACTERISTIC DUTIES AND RESPONSIBILITIES
*         Contribute to the development of the statewide ABAWD Navigator model, including program processes, data tracking systems, evaluation, and revision efforts to ensure appropriate and effective supports for ABAWDs. *
*         Provide an intake process for ABAWDs that includes appropriate assessment and presentation of options to meet work requirements and individualized career goals and supports students' access to Basic Food assistance and Basic Food Employment and Training (BFET) program. *
*         Provide ABAWDs with referrals for supportive services within the college and with community partners. Conduct regular check-ins with ABAWDs and support the BFET program with case management to ensure students are utilizing services. *
*         Manage an ABAWD tracking system to ensure accurate program data and reporting.  Ensure ABAWDs are aware of their Work Participation Verification reporting requirements and provide assistance when appropriate  *
*         Enhance community collaboration and partners by facilitating and increasing local and regional BFET provider networks.  Work with other ABAWD Program Managers across the state and with other Community Colleges to enhance system-wide integration with the Workforce Development system. *
*         Maintain program budgets ensuring proper allocation of funding. *
*         Provide a local focus and work with other ABAWD Program Managers and the SBCTC to secure non-federal resources for BFET Providers to increase and enhance capacity to serve Basic Food recipients in employment and training activities. *
*         Support and advance the CCS strategic plan, and perform other duties as assigned. *

COMPETENCIES & OTHER REQUIREMENTS

REQUIRED COMPETENCIES (MINIMUM QUALIFICATIONS)
*         Bachelor's Degree from an accredited institution in social services, education, career counseling, or related. OR An equivalent mix of education and experience that demonstrates the candidate meets all competency requirements for this position.
*         Knowledge of State regulations related to BFET and Workforce funding.
*         Experience working with students in a higher education environment.
*         Exceptional customer service skills.
*         Experience using computers, spreadsheets, database and word processing software.
*         Ability to interpret rules, polices, and procedures.
*         Excellent verbal and written communication skills.
*         Have the ability to work with others as part of a team.
*         Ability to maintain a high level of confidentially and ethical working practices.
*         Ability to multi task and work in a fast paced environment.
*         Ability to handle difficult situations in a calm and professional manner.
*         Acceptance of the responsibility to promote the welfare and best interests of students.
*         A demonstrable understanding and acceptance of the mission, values, goals and objectives of CCS.
*         The ability to perform assigned duties in a manner consistent with applicable laws, regulations and goals of the institution, and community and technical college system.
*         Demonstrated commitment to fostering and supporting a teaching, learning and working environment that honors diversity, equity and inclusion.
PREFERRED COMPETENCIES (DESIRED QUALIFICATIONS)
*         Two years of relevant experience.
*         Experience with a Student Management System - PeopleSoft.
*         Knowledge of SCC educational programs.
CONDITIONS/TERMS OF EMPLOYMENT

* TOTAL COMPENSATION:  $66,542 - $68,958.  Total compensation is an estimate based upon base compensation, current employer-paid health and related benefit contribution rates and median retirement fund contributions.  The actual total will vary depending upon each employee's enrollment choices.

Person hired must be able to provide acceptable documentation of U.S. Citizenship or lawful authorization to work in the United States. This is an absolute condition of employment. An offer of employment will not carry with it any responsibility or obligation on the part of the District to sponsor an H1-B visa.   In addition, the Community Colleges of Spokane maintains a drug-free work environment and prohibits all smoking in the college buildings and state-owned vehicles. Must be able to successfully work in and promote a multicultural work and education environment.  Prior to a new hire, a background check including criminal record history will be conducted.  Information from the background check will not necessarily preclude employment but will be considered in determining the applicant's suitability and competence to perform in the position.

PHYSICAL REQUIREMENTS
*         Work is performed in a normal, temperature controlled office environment.
*         Work is sedentary in nature.
*         Frequent use of computer and exposure to terminal screens.
*         Visual focus and strain.
*         Work directly with incarcerated students.
*         Frequent repetitive hand/wrist motions and finger manipulation.
*         Frequent oral and auditory communication with others.
 CONDITIONS OF EMPLOYMENT
*         Contract position.
*         Position is exempt from Fair Labor Standards Act (FLSA).
*         Requires criminal background check.
*         Ability to travel locally/statewide.  If using personal vehicle for travel proof of driver's license and car insurance required.
