I completed the survey entering zero's as suggested however I am very concerned about the risk you mentioned of this reducing our overall level of funding. It is imperative that DSHS begin communicating clearly at the onset of the program year all the reporting requirements so that we are not in a position to report negative target figures that are a complete misrepresentation of our actual program outcomes.



I hope that you are able to make the case to DSHS that despite what may appear as low targets for 100% funds these funds are in some ways accounted for in our original targets and help them frame this for FNS in a way that will not penalize our college system. It is true, after all, that had we known this up front we could have more accurately represented these outcomes in our grant applications and again through this new process of 100% target reporting.

Thank you for sharing your concerns in regards to the request for performance numbers associated with your funding requests. I appreciate your assistance with submitting our systems additional performance numbers and will attempt to address your concerns below.

FNS is requiring DSHS to submit performance numbers associated with funding requests. This will become more critical as 100% funds begin to diminish with the increased focus on nation-wide expansion of SNAP E&T. As funds become limited, the award of additional 100% funds will be granted to those entities that are increasing capacity.

Your concern at having included all students in your original target is recognized. This is something we will have to consider in future grant applications, as program budgets should be built around approved budget numbers.

If you feel it is accurate and appropriate, submit using zeroes, realizing that this will reduce our system’s performance measures that are submitted to DSHS, which may negatively impact the level of funding that will be received.

We also recognize the impact an earlier BFET Training Forum can have on colleges. Please keep in mind in your fiscal planning that last year’s Training Forum took place under FFY15 and this year’s Training Forum will take place in FFY16.

I truly appreciate the clarity of thinking that is being used in overseeing your BFET program and the thought-provoking questions that are asked. It really does provide critical front-line concerns and information that impact our program discussions with DSHS.

HI Mat,
I understand that this question is about capacity building.  How are we using the 100% funds to increase the number of students in BFET?  However, since not all of the colleges provide tuition support through BFET, we may be using the 100% funds to support existing BFET students so that they are able to continue to completion.  In other words, it doesn’t increase capacity of enrollment, but increases the chance that a student completes their educational program.

Furthermore, when I submitted my BFET grant application, I took into account ALL BFET students that I thought we could serve.  This number was partially based on prior year enrollment when we did not have to show increased capacity for 100% funds.  Had I known this was to be asked, I would not have included everyone on my original target.

If I come up with a random number of additional students that I think it will serve, I worry about the consequences.  1.  If I asked for $30k in tuition and I indicate that I will use if for 10 additional students, they may come back and say that doesn’t add up.  2.  If I say that I will serve 50 additional students, but I don’t, they will say that we didn’t meet our target.

In addition, 100% funds is not just for direct student support (tuition).  We need to use it to pay for the 2nd BFET conference of the year for example;  how does that increase the number of students that we serve?

If the policy around 100% funds has changed and it can now only be used for additional students, not for current students, then we should have been informed of that prior to our request.

Please advise because at this point I don’t feel comfortable completing the survey.
