[ATcoord] Charter/by laws

Hi,

I received permission to share out this working DRAFT version of our Accessibility Advisory Committee's new charter.  We haven't done final edits nor have we received feedback from the Exec Team yet so I'm emphasizing that it's a draft but you are welcome to check it out.  I'm attaching a copy so hopefully that will make it through the listserve.
