[Wsssc] calculating Need Based FA

Hello dear colleagues,

At SVC we are trying to dig under the hood of how the Need Based Financial Aid percentage is calculated across the system.  The SBCTC Field Guide<https://www.sbctc.edu/about/facts-publications/field-guide-2023/> lists percentages for all of our colleges, but seems to be out of step with anectdotal knowledge about our individual colleges and populations.

Do you know how this gets calculated at your respective colleges?  Or provide further insight?

For instance, are you only calculating for degree seeking students (omitting Running Start, Community Ed, BEdA, etc.)?
