Colleagues: see below regarding a live public comment session on civil rights review processes this Thursday. I was asked today to let Student Services VPs and Disability Services Directors know about it. Please feel free to distribute to others on your campuses, for example Title IX Coordinators.

Dear Colleagues,

You are receiving this email due to your crucial role in ensuring civil rights laws are followed on all our campuses.

In February of this year, DOE rescinded previous guidelines on civil rights reviews and asked each state to provide a plan for how the state will ensure federal civil rights laws are followed in educational institutions receiving federal funds.  To clarify, civil right reviews are still required and the guidelines remain the same, but the frequency, form, and procedures are no longer mandated and states have flexibility with respect to how they will perform these functions.

SBCTC is in the process of preparing a new plan for civil rights reviews of all our colleges with these goals in mind:


  *   To continue providing all students with equal access and opportunities at our institutions;
  *   To support all students and to ensure their rights under civil rights laws are respected;
  *   To assist colleges in implementing civil rights guidelines and to assist in identifying areas needing improvement;
  *   To provide more technical assistance, more timely assistance, and continued guidance on civil rights provisions;
  *   To optimize the required time and effort required for civil rights reviews; and
  *   To maximize the benefit of reviews by using a risk-based approach to ensure the majority of efforts are spent in areas with a high risk of non-compliance.

As part of this effort, we are inviting you to a public comment session, being held jointly with OSPI, this Thursday, June 4 at 1:30 p.m.  The meeting will include a high level review of the plan and the opportunity for you to share comments, suggestions, and thoughts.
