[Wactclc-alma] general holds request form in Primo

Hi All,

We have been trying to set up the General Holds Request but can't get it to display in Primo.
Requesting is not showing up on the full record display as an option after patrons log in.
Charles had gotten it to work, but then it disappeared.
We've looked at the relevant settings in:

Display Logic Rules- don't think rules should be interfering?
Circulation Desk configuration- has holds desk
Advanced Policy Configuration- requestable policy true
Fulfillment Units- fulfillment unit rules allow requests, on shelf request policies allow requests
Terms of Use and Policies- terms of use used in fulfillment unit rules look ok

Is there another setting somewhere that we might have changed, or might have been reverted in a monthly update that would affect this? None of us remembers changing anything that seems relevant.
