[Wactclc-alma] Restricting items to faculty-use only

Hi everyone,

We have a title that needs to be restricted to faculty-use only for a while
and I'm not sure how to do a title-specific item policy. My only thought is
to create a separate location and apply a fulfillment unit rule based on
the user group. Any thoughts?
