I really haven't tried fooling around with deboosting. Maybe that could be a useful alternative to boosting the local stuff.

Subject: [Wactclc-alma] Blending Configuration - Deboost Central Index!

Following up on our conversation from this morning's meeting, I discovered that I could blend my results better when I deboosted the Central Index instead of boosting my Local records. My deboost factor is 0.8 - this allows my physical items to float to the first page and start to have CI items on the second page.
