How many topics such as "immigration" would you want to anticipate/account for? You can make a libguide for each, or you could make just several, called "Hot Topics" or similar, that have within them a small section for the subjects you've identified with brief recommendations. These Hot Topic guides would have many more and disparate tags than regular ones would. They would be acting like a kind of "see also" reference.

I am using tags (and I haven't even thought about citations yet!) but I know that students will often search with no guidance at all and do a generic search for something like "immigration." Ideally, I would likely want this student to try searching in Academic Search, but unless I tag Academic Search with the "immigration" tag, it won't connect. I can certainly work towards this, but I was hopeful there was a way that it would help me out. I've only added one LibGuide so far, but it is working like yours.

Maybe I'm misunderstanding the question, but that's what assigning "Tags" does. Any time someone searches that EXACT word or phrase that you've entered as a tag, the associated resource will pop up at the top of the Primo results list for that search.  Here's a screenshot of the tags I've associated with our APA and MLA Libguides and how one of those exact searches displays in Primo.  I've done the same things for selected databases, websites, and librarians as well.

One of my projects this summer is to work on setting up Resource Recommender. I'm not really sure if this is an Alma question or a Primo one, as you configure Resource Recommender in Alma.
I've had initial success in setting up databases, LibGuides and people, but is there a way to connect a random general search (something like "immigration") to resources?
