[Wactclc-alma] Proxy at service level or portfolio level?

Okay, I feel like I should know the answer to this!

John and I want to clean-up our electronic collections this summer. We were reviewing this chart, but we can't really tell what's best. Should we be proxying at the service level or at the portfolio level as a best practice in Alma?
