I think the rule you want to change is the Patron Physical Item Request (at least that is what Wade modified for Edmonds)

I don't know what changed all of a sudden that we have to redo our configurations, but I want to blame the August release which has had other unintended consequences.

George, the setting referenced in this article was in fact set to ‘false’ in the Edmonds environment.

I went ahead and flipped it over to true.

After placing a request on an item under my account, that request does now appear in the task list:
