[Wactclc-alma] Community Zone best practices question

We have a similar issue with some Safari ebook titles.  Of the 75 titles we've purchased, there were 5 that had no records in the Community Zone.

I've had a case open since August (00454833) asking if/when the missing titles will be added to the Community Zone.  I don't think Alma Data Services Support staff understand my question at all.

I haven't dealt with these 5 titles yet because (a) they're theoretically accessible via a link to the vendor on a LibGuide page at Central (I think) and (b) there are other, bigger problems right now. ;)

I am creating po lines for 26 one-time e-book titles purchased through Ebsco. I was able to find 21 of the 26 records in the community zone, but 5 records do not exist there.

I don't want to package my PO with an incomplete list of titles.
Do I open a salesforce case to ask for the 5 records to be added?
Do I locate the records in OCLC, upload to ALMA, and create a local mini-collection?
Any other choices/ideas?

The criteria for users adding a record to the community zone are extremely limited and not an option.
