[Wactclc-alma] blocking public patrons

We used to be able to block public patrons in Voyager and a pop-up would appear if they were blocked for overdue items. I can't figure out if it's possible to truly have a pop-up notice and block public patrons from checking out items....It's especially confusing since there's a "block" tab that doesn't work the way I would think it would...Ideas?
