[LIBRARYDIR] laptop checkout policies

Hi Tim and All,
We ask for documentation of the theft or loss and then mark the item as
lost and waive the replacement fee. I have asked the librarians to prep an
official document for hardship waives. They have been reaching out to see
what is out there, and the central Seattle policy is of interest.
