Legislative Update by Arlen Harris, 2/17/17



Friday 2/17/17 was the policy cutoff. This is the last day that bills can move out of the committees of origin.



HB1168. This bill deals with the part-time faculty conversion to full-time tenure-track. The bill asks for 200 part-time to full-time per biennium for the next three biennium. In other words, conversion of 600 part-time to full-time over next 6 years. This bill is out of the committee of origin which is the Higher Ed Committee and is in the House Appropriations Committee.



Friday 2/24/17 will be the fiscal cut off. This is the last day that a decision will be made by the appropriations committee.



3/8/17 is another important date to watch for. This is the date that all House bills has to pass the House.



HB1840. WA Promise Program. This bill is to provide free community and technical college tuition and fees to eligible students. This bill also came out of its committee of origin, Higher Education Committee, and is in the Appropriation Committee.



Another bill to watch for is the SB5069.



SB5069. This bill allows the Dept of Corrections (DOC) to implement associate degree programs at state correctional facilities. Funding comes from the DOC. This bill passed the senate (46-0) and is in the House.



In addition to the above 3 bills, there is SB5832 which has to do with free speech and free expression on campus. There is a testimony by a professor on Feb 16 that is very rude and you may want to listen to.



Other bills to make note of:



HB1179. This bill deals with equal pay for equal work for part-time faculty. It did not move out of the committee of origin.



HB1168. Is in Appropriation Committee

HB1237. Is in Appropriation Committee

SB5069. Passed Senate and is in House now.

HB1130. Passed the House and is in the Senate.

Do you want to get better, individually and collectively, at working on ambitious, large-scale change efforts that make an impact?

Contextualized, Project-Based Professional Development
The TLNI brings together cross-functional teams (faculty, faculty developers, student affairs professionals, institutional researchers, and administrators) from two-year and four-year institutions.

This residential institute provides a unique space to

1.      Identify areas of the student experience to strengthen,

2.      Draw from known successful practices,

3.      Construct more effective approaches both in and outside the classroom,

4.      Identify a focused campus project or initiative to work on and plan for during the Institute,

5.      Create an evidence-based, two year action plan.

Learn While You Get Things Done!
As your team works on the above tasks, you will participate in a carefully coordinated mix of plenaries, concurrent sessions, and team time.  Experienced educators from across the country will facilitate small and large group sessions and work directly with your team to facilitate and scaffold your planning process.

Cost
The Institute cost is $1350 per person, which includes

*         On-campus housing from Sunday through Wednesday night (note: the institute ends Wednesday evening at approximately 8:30 pm after final team presentations)

*         All materials, concurrent sessions, plenaries, and coaching

*         All meals (except Tuesday dinner) starting with dinner on Sunday and culminating with a grab-n-go breakfast Thursday morning.
